The rising cost of flood control measures and concern for their environmental impact has stimulated interest in warning systems and preparedness plans for reducing flood losses. Concerns about dam safety have also prompted interest in plans for evacuation areas that could be affected if a dam failure occurred. This guide provides assistance to community officials and planners in: assessing their community's flood problem; evaluating the adequacy of their community's existing arrangements for flood warning and preparedness; determining the actions needed to develop a flood warning and preparedness program appropriate to their community's needs; carrying out the planning process and implementing the program. The guide focuses on developing a community-level flood warning and preparedness program. User of the Guide should be alert to the need for coordinating such planning with other activities and programs including: flood preparedness planning and floodplain management programs at the county and state level; flood-related planning and activities for specific sites within the community; emergency planning for dams; preparedness plans and planning for other types of disasters.
