This document is the second edition of Procedures for Compliance with Floodway Regulations developed by the Region 3 office of the Federal Emergency Management Agency and the U. S. Army Corps of Engineers. It provides technical guidance on how to comply with community floodway regulations which have been adopted to comply with the minimum requirements of the National Flood Insurance Program. It is intended for use by designers, builders, developers, engineers, community building officials, and homeowners. The intent of this manual is not to encourage development is a designated floodway. Rather, when such development cannot be avoided, it is to help ensure that it be accomplished in a manner that minimizes the potential for flood damage and ensures compliance with the community's regulations.
