A review of the tools and data that FEMA provides on the Map Service Center (MSC) to replace the printed maps is an important part in establishing how easy the transition will be for users to move to the digital products.
Initially a topical review asked novice users to comment on:
• the MSC and each product’s instructions
• design—does the product do what the user expected?
• how easy products are to customize
• if products were too difficult to learn to use in a short period of time
Both a technical reviewer and a novice (casual) user completed this review. Little additional instruction was given to either reviewer outside the MSC Web site address and the “Moving to Digital Flood Hazard Information” flier as a guide.
